Requirements for Appointment
For appointment to this position, an applicant must:
- Kenyan
citizenship;
- A
relevant Bachelor’s degree recognised in Kenya;
- A
Master’s degree will be an added advantage;
- Be a
strategic thinker and results-oriented;
- Be a
member of the Professional Body in the discipline;
- Proven
experience of at least ten (10) years of service from a reputable
organization, with at least five (5)
- years
in a senior management position;
- Computer
literacy, and
- Meet
the requirements of Chapter Six of the Constitution of Kenya.
Duties and Responsibilities
- Oversee
smooth running of the Directorate of Public Administration and Devolution;
- Reporting
to the respective County Executive Committee Member, the Officers will be
the Accounting and Authorized Officer for the Department and will also be
responsible for the following;
- Day-to-day
administration and coordination of the respective county department as
provided under section 46;
- Providing
strategic policy direction for effective service delivery within the
department,
- Implementing
policies and programs within the department,
- Developing
and implementing strategic plans and sector development goals including
performance management;
- Formulating
and implementing of effective programs to attain Vision 2030; Promoting
and ensuring compliance with National Values and Principles of Governance
as outlined in Articles 10 and 232 of the Constitution of Kenya;
- Overseeing
the management of finances, preparation of budget estimates, annual work
plans and programs;
- Maintaining
effective collaboration and partnerships with other organs of the County,
other Counties, and as well as the Private Sector,
- Performing
any other duties as may be assigned by the relevant Executive Committee
Member from time to time.
Chief Officer, Water and Sanitation – One (1) Post

- Knowledge
and experience in the area of Urban and Regional Planning, Urban/Town
Planning, Land Surveying and Photogrammetry, Geomatics Engineering,
Technology in Geomatics, Geo-Spatial Engineering, Philosophy in Technology
(Survey) or Land Economics.
- Competence
is the discipline with proven experience;
- Exercise
any County Public Service Board’s functions as may be delegated according
to the County Governments Act 2012, Section 86 (1);
- Formulate
and implement effective Divisional Plans in line with Vision 2030, CIDP II
and other Sectoral goals;
- Proper
management and supervision of the human resources in the Department;
- Ensure
efficient financial utilization and accountability in the Department,
- Ensure
the provision of the equipment and tools of work,
- Planning
and coordination of the Department’s activities;
- Develop,
update and implement all Department’s policies and procedures;
- Create
linkages and collaboration with other stakeholders in the field;
- Ensure

Key Responsibilities and Functions:
- Oversee
smooth running of the Directorate of Partnership, Diaspora & Resource
Mobilization
- Building
and maintaining strong relationships with national governments, private
sector organizations, multi-lateral and inter-governmental bodies, and
financial institutions.
- Developing
and implementing strategic partnerships to achieve organizational
objectives.
- Representing
the organization at high-level meetings and events.
- Developing
and implementing comprehensive resource mobilization strategies to secure
funding from diverse sources.
- Managing
and reporting on key income streams, ensuring donor confidence.
- Monitoring
trends in development cooperation and aid, and adapting strategies
accordingly.
- Preparing
proposals and coordinating multidisciplinary teams for fundraising
efforts.
- Exploring
and implementing innovative funding models.
- Engaging
with diaspora communities, identifying opportunities for collaboration and
resource mobilization.
- Developing
strategies to leverage diaspora skills and resources to support
organizational goals.
- Facilitating
communication and collaboration between the organization. and the
diaspora.
- Leading
and supervising a team of professionals in partnerships, resource
mobilization, and diaspora affairs.
- Developing
and implementing strategic plans and budgets for partnerships and resource
mobilization.
- Reporting
to senior management on the progress and impact of partnerships and
resource mobilization efforts.
- Ensuring
alignment between partnership and resource mobilization efforts with the
organization’s overall strategic goals.
- Monitoring
donor policies and practices, and advising on recommended actions to
influence them.
- Undertaking
special projects and technical tasks aligned with organizational goals.
- Developing
and maintaining a strong understanding of global development issues,
trends, and best practices in the INGO sector.
- Ensuring
effective internal communications and collaboration.
- Experience
with Donor funding mechanisms, knowledge of specific regional development
dynamics, and understanding of global development issues and trends.
